A Great Leader should go above and beyond to improve the skills of the team members and put them on track instead of decreasing their morale by criticizing them every now and then without providing professional guidance or actionable solutions. 
So Given the strong impact, a leader thinks he has on the management in a workplace and the fact that he is responsible for assessing subordinates' performance, I think the best solution we should be looking to is reaching the most efficient analytical approach and still care for the people. 
This can be done by focusing on their strengths and their capability of fulfilling their roles along with referring to their weaknesses & how you evaluate their willingness to change and work on such gaps as well as providing the strategic plans you have been implementing to improve their productivity and holding them accountable for their roles.
